Karachi, the economic backbone of Pakistan, has long struggled with a severe environmental and public health crisis due to inadequate waste disposal. The Solid Waste Emergency and Efficiency Project (SWEEP)—a $105 million joint initiative by the Government of Sindh and the World Bank—has shown significant progress by February 2026. With critical infrastructure construction now at mid-stage, the city is implementing its first-ever engineered approach to waste management. The project aims to drastically reduce Karachi’s ecological footprint and prevent monsoon-related flooding by clearing the city’s vital drainage network.
Since its inception in 2021, the strategic goal of SWEEP has been to align Karachi’s waste management with international environmental standards. In February 2026, the Chief Minister of Sindh, Syed Murad Ali Shah, ordered the acceleration of works to ensure the city benefits from a climate-resilient framework as soon as possible.
Quantitative Data and Infrastructural Progress
The SWEEP project is built on three main pillars, the most visible being the construction of modern Garbage Transfer Stations (GTS) and Sanitary Landfill Sites (LFS). According to the February 2026 status reports:
-
7,000 Tonnes of Waste per Day: The new Jam Chakro sanitary landfill is designed to safely process this volume, adhering to strict international norms.
-
485-Acre Site: Development at the Jam Chakro location is taking place in five phases, with an expected operational life of 6.5 years.
-
4 Modern Transfer Stations (GTS): Construction is ongoing at Sharafi Goth, Dinga Morr, Imtiaz, and Gutter Baghicha. These stations have a combined capacity of 7,500 tonnes per day.
-
Completion Status: The Sharafi Goth transfer station has surpassed 52% physical completion, while the central Jam Chakro landfill stands at approximately 41% readiness.
Technological Innovation and Environmental Protection
A key element of the project is replacing traditional open dumping with engineered solutions. The system being implemented at the Jam Chakro site includes:
-
Leachate Management: A sophisticated pond and filtration system designed to prevent toxic liquids from seeping into and contaminating the groundwater.
-
Gas Wells: Specialized wells to collect and manage methane gas generated by decomposing waste, reducing the risk of spontaneous fires and greenhouse gas emissions.
-
Site Rehabilitation: As part of the project, exhausted old dumping areas are being rehabilitated and transformed into green spaces.
Social Impact and Monsoon Resilience
In Karachi, waste is more than an aesthetic issue; garbage accumulating in the city’s 41 natural drainage channels (nullahs) causes catastrophic flooding during the annual monsoon. In the initial phase of SWEEP, over $11 million was allocated for the emergency cleaning of these critical bottlenecks.
The project also focuses on social integration:
-
Support for Waste Pickers: Improving the living conditions and occupational safety of informal sector waste pickers living near landfills is a core part of the plan.
-
Public Health: Following the lessons of the COVID-19 pandemic, the project places high priority on the segregated handling of hazardous medical waste.
Financing and Future Vision
The total project budget is $105 million, with $100 million provided as a loan by the World Bank (IBRD) and $5 million funded by the Government of Sindh. According to the latest revisions, the project’s closing date is set for December 31, 2026, by which time the entire “backbone” infrastructure must be fully operational.
SWEEP aligns with the “Pakistan Vision 2025” program, which aims to make Pakistani cities sustainable and livable. For Karachi, this project represents the first real opportunity to shed its reputation as a “garbage city” and function as a modern, eco-friendly metropolis.
