MOHU: Fees to be Charged for Construction Debris at Recycling Centers

From July 1, 2026, the rules for dropping off construction and demolition waste will change at residential selective waste collection centers (recycling centers) where this service is provided, according to a briefing by MOHU.

Outside the Scope of the MOHU Concession

Construction and demolition waste is considered non-concession waste. In addition to residential recycling centers, construction and demolition debris can be dropped off at authorized landfills and specialized construction waste recovery sites—subject to the individual pricing of the receiving partners. Alternatively, in the case of a major renovation, it is possible to contract the renovation company for its removal. Despite this, MOHU Zrt. will continue to provide the option for drop-offs at recycling centers for residents as a convenience service.

No Quantitative Restrictions

Following the decision of MOHU Zrt., starting from July 1, 2026, the following waste types can be dropped off at recycling centers for a fee, without any quantitative restrictions:

  • HAK 17 09 04 construction and demolition waste (mixed construction and demolition waste other than those mentioned in 17 09 01, 17 09 02, and 17 09 03);

  • HAK 17 01 07 construction and demolition waste (mixtures of concrete, bricks, tiles and ceramics other than those mentioned in 17 01 06).

The intake fee is uniformly gross 36 HUF/kg. This newly introduced fee solely covers the costs associated with the waste itself—namely collection, storage, transportation, and treatment.

Subject to Misuse—Exclusively for Residents

The reason for this measure is that the previous free service, which was specifically intended for residents and tied to quantitative limits, unfortunately suffered consecutive instances of misuse by business entities. This exploitation threatened the sustainability of the service and, in several cases, made its operation impossible.

The disposal of construction and demolition waste at recycling centers remains a service provided exclusively to residential customers (natural persons). During the process, the presentation of an ID card and an address card is mandatory, and drop-offs via a power of attorney (authorization) are not permitted.

Following the submission of the waste, the invoice will be sent retrospectively, which must be settled by the deadline indicated on it.
