E-Waste Crisis: London Households Buy Almost Twice as Many Electronics as They Discard

A shocking picture of the British capital’s electronics consumption and e-waste management habits is painted by the latest comprehensive research from ReLondon and the University of Oxford. According to the fresh official report, driven by an ever-growing purchasing trend, homes are turning into veritable electronics warehouses: households acquire almost twice as many new electrical and electronic items as they get rid of, placing a severe burden on the environment and hindering the transition to a circular economy.

Drastically Increasing Consumption and Accumulating E-Waste

Based on the published statistics, an average London household buys approximately 57.8 kilograms of new electrical and electronic equipment (EEE) per year. This quantity is equivalent to the weight of a large fridge-freezer or almost 115 smartphones. In contrast, residents only dispose of 30.2 kilograms of e-waste (the weight of around 10 laptops) during the same period.

The direct consequence of this imbalance is the massive accumulation of devices. Between 2023 and 2024, the amount of electrical and electronic items in Londoners’ homes grew by 4.4 percent, meaning there is now an estimated 700 kilograms of electricals in the average London home. This trend accurately reflects national data: the United Kingdom’s overall consumption of new products has grown by over a third since 2019.

Households vs. Businesses: Who is Responsible for the Discarded Items?

During 2024, London households, along with local businesses and institutions, consumed a total of 255,600 tonnes of new electricals and electronics and threw away 134,500 tonnes. The report highlights that households are responsible for the vast majority—80 percent—of all discarded items. However, when examining waste generation per unit, businesses take the lead: while an average London household discards the equivalent weight of 15 laptops annually, a local business throws away the equivalent of 26 laptops per year.

Huge Untapped Potential in Repair and Reuse

Perhaps the most crucial finding of the research is that around a quarter of the 134,500 tonnes of electrical equipment discarded last year could have been rescued, repaired, or reused. If these devices found new owners instead of being destroyed, they could meet close to 10 percent of London’s total demand for new electricals and electronics. Furthermore, this would provide vital technology to people who otherwise have limited access to modern appliances.

Currently, the average household only repairs or passes on a small minority—just 21 percent—of products at the end of their first life. According to ReLondon’s data, by optimizing the flow of rescuable items, household repair rates could triple from the current 1.7 kilograms to 4.8 kilograms per household, and the reuse rate could increase by 50 percent, from 8.1 kilograms up to 12.4 kilograms.

Severe Climate Impacts and Carbon Footprint Composition

The stockpiling of electrical equipment and the high volume of waste generation come with an enormous environmental burden. The production and disposal of electricals and electronics from London’s households resulted in the generation of 5.9 million tonnes of CO2e (carbon dioxide equivalent) in 2024—a value equal to the emissions generated by powering around 2.1 million homes for an entire year. If the equipment used by businesses and institutions is included, the emissions reach 9.1 million tonnes of CO2e, and this calculation does not even include the emissions created when a product is used (its ‘use phase’).

As a result, the sector’s carbon footprint is now significantly larger than the emissions of either the packaging or clothing sectors (although it remains smaller than the capital’s food system). The concentration of the problem is indicated by the fact that just five main categories are responsible for 41.9 percent of the total household carbon footprint: small IT equipment, game consoles, flat-panel TVs, PV (solar) panels, and washing machines.

Critical Gaps: The Dangers of Unofficial Waste Handling

Examining the afterlife of e-waste, the data also reveals critical gaps in waste management systems. Less than half of the discarded items, exactly 47.5 percent, were disposed of via “formal” collection routes, meaning commercial collections, retail takeback schemes, local authority collections, household waste recycling centres, or official bring banks.

A severe issue is that roughly 70,700 tonnes of items were disposed of via non-official routes, and a staggering 62.3 percent of this massive volume went directly into residual waste. Households drove 63 percent of the total volume of improperly disposed items. However, proportionately, businesses performed worse here as well: on average, a company improperly sent the equivalent of 24 laptops to non-official routes, compared with 6 laptops by an average household.

Expert Opinions and Future Strategies

Mete Coban, London Deputy Mayor for Environment and Energy and Chair of ReLondon, highlighted regarding the report: “Too many electrical items are still being thrown away when they could be repaired, reused or recycled. By helping people keep products for longer and recycle them properly, we can cut waste, reduce pollution, create green jobs and support our transition to a low-carbon, zero-waste city as we continue building a greener, fairer London for everyone.”

Prof. Lucia Corsini, Head of the Circular Economy and Sustainability Lab (CESL) at the University of Oxford, added that this research is the first complex analysis to quantify first-life and second-life pathways across a diverse range of products—from a kettle to a solar panel—thereby providing an evidence base to support more informed industry and policy decision-making.

To address the problem, ReLondon is calling for coordinated action around a four-point strategic plan:

  1. Research and engagement: To help target data-driven interventions that make a meaningful difference.

  2. Integrated infrastructure: To collect, sort, repair, disassemble, and redistribute electricals and electronics more effectively.

  3. Behaviour change: Approaches to tackle the residential and social barriers to repair.

  4. Product innovation: To encourage manufacturers to make devices more repairable and reusable by design, and to use sustainable materials.
