Türkiye has reached a remarkable environmental and economic milestone: the introduction of mandatory fees for plastic bags has successfully prevented the generation of nearly 2.8 million tons of plastic waste across the country. According to recent data from the Ministry of Environment, Urbanization, and Climate Change, the measure has not only drastically preserved natural resources but also generated billions in savings for the national economy. This success is a core component of the broader “Zero Waste” project, which has nearly tripled the country’s recycling rate.

According to a report by Hürriyet Daily News, Turkish authorities implemented the mandatory pricing of plastic carrier bags to curb severe environmental pollution. Official data sourced from the Ministry of Environment, Urbanization, and Climate Change’s 2025 Annual Activity Report demonstrates that the program has been a resounding success.

Quantified Success: From 2019 to Today

Statistics reveal that the paid bag system prevented the creation of 2,844,000 tons of plastic waste nationwide between 2019 and 2025.

The drastic reduction in plastic bag usage has yielded not only environmental benefits but also concrete economic advantages. Officials highlighted that fewer plastic bags directly translated to a reduced demand for the imported raw materials required to manufacture them. Over the analyzed period, this decline resulted in savings of approximately 28 billion Turkish Liras for the state treasury.

The “Zero Waste” Project: Recycling Tripled from 13% to 36%

The paid bag policy is part of a much broader national initiative launched in 2017: the Zero Waste Project, initiated under the auspices of First Lady Emine Erdoğan. The primary goal of the program is to bring waste generation under control in alignment with sustainable development principles, leaving a cleaner, more livable environment for future generations.

Key achievements realized over the eight years since the project’s inception include:

  • A total of 205,000 buildings nationwide have transitioned to the Zero Waste management system.

  • The national recycling rate, which stood at 13 percent at the launch of the program, climbed to 36 percent by 2024.

  • Authorities have set a target to increase this rate to 60 percent by 2035.

$5.8 Billion in Economic Value Recovered from Waste

Through the comprehensive recycling efforts carried out under the Zero Waste project, an astonishing volume of raw materials has been recovered for the circular economy. The breakdown of collected and recycled materials is as follows:

  • 32.5 million tons of paper and cardboard

  • 9.1 million tons of plastic

  • 6.4 million tons of metal

  • 3.1 million tons of glass

  • 23.4 million tons of organic and other recyclable waste

These recovered materials have generated an estimated economic value of 256 billion Turkish Liras (approximately $5.8 billion).

Preserving Water Resources and Preventing Carbon Emissions

The recycling of these materials has also played a massive role in preserving natural resources. Thanks to these measures:

  • 1.71 trillion liters of water and 54.6 million liters of oil were saved.

  • 227.3 billion kilowatt-hours (kWh) of energy were conserved, which is equivalent to the annual electricity consumption of 40 million households.

  • Additionally, the initiative prevented 150 million tons of greenhouse gas (CO2) emissions, marking a crucial step in the fight against climate change.
