With an annual capacity of 220,000 tonnes, it would be the country’s largest incinerator – built on the refinery’s premises, against the opposition of the capital city, district mayors and some 18,000 petition signatories. The two key questions of the dispute – where the waste will come from and how it will get there – carry lessons for Hungarian readers as well: one of the critics’ main fears is precisely the import of waste from Hungary, and the project would be realised right next to the drinking water reserve of the Csallóköz (Žitný ostrov / Rye Island).
What Happened? The EIA Decision and What Lies Behind It
The Slovak environment ministry (led by Minister Tomáš Taraba) gave its final EIA approval to the municipal and industrial waste-to-energy plant planned by Slovnaft, the Slovak refinery of the MOL Group. It is important to stress: this is not yet a construction permit. The public has 15 days to appeal, and if the minister rejects all remedies, the project still faces an integrated (IPPC) permitting procedure and a building permit process.
The decision is noteworthy for two reasons:
1. The authority cut the capacity. The original plans envisaged more than 316,000 tonnes per year; the ministry reduced this by roughly one third, to 220,000 tonnes. Even so, it would be Slovakia’s largest waste incinerator – for comparison, both Bratislava’s municipal OLO plant and KOSIT in Košice operate well below this level.
2. The timing raises questions. The ministry issued its final statement two days before a planned meeting with the petition committee that had collected around 18,000 signatures – the very meeting at which residents intended to present their counter-arguments. From the standpoint of public participation this can hardly be called fortunate, and it further deepens the trust deficit surrounding the project.
Slovnaft’s Arguments: Energy Instead of Landfill
The company’s communication is built on the logic of the waste hierarchy. Slovakia still landfills around 39 per cent of its municipal waste, while the EU target is to bring the landfilling rate below 10 per cent by 2035. According to Slovnaft, the project would:
- replace the refinery’s existing, outdated sludge incinerator with a modern facility performing energy recovery (generating electricity and heat),
- substantially reduce the amount of waste going to landfills in western Slovakia – the five landfills of the Bratislava region are already filling up,
- serve decarbonisation goals, while complying with all norms and emission limits.
The company also regularly refers to Slovakia’s landfill scandals – the landfill fire in Galanta and the crisis at the landfill near Hlohovec – as evidence that landfilling is not a long-term solution.
This line of argument is not without professional merit: energy recovery does rank above landfilling in the waste hierarchy, and meeting the 10 per cent landfill target without incineration capacity is illusory in Slovakia (and in Hungary, for that matter). The question is not the principle, but the scale, the location and the guarantees.
The Counter-Arguments: Size, Siting, Imports
The Capacity Paradox: Whose Waste Is It?
The most interesting professional objection comes from environmental engineer Ladislav Hegyi: Bratislava already has its own operating municipal waste incinerator (run by OLO), so Slovnaft’s new facility would primarily process waste not from the capital, but from the wider western Slovak region. This means that collection vehicles and high-capacity transporters would have to travel dozens of kilometres just to reach the collection area at all. The waste would thus not be recovered “locally” – the proximity principle would be compromised.
The Hungarian Thread: Import Fears Across the Border
The critics’ other main concern is that if there is not enough Slovak waste, supplies could in future arrive from abroad – with Hungary explicitly named as an example. The ministry firmly denies this: the first-instance EIA decision stipulates that the waste may originate exclusively from the territory of Slovakia. Slovnaft’s spokesperson has likewise stated earlier that the company does not count on Hungarian waste.
Seen from this side of the Danube, this is a double-edged issue. On the one hand, it is reassuring that the current permitting framework excludes imports. On the other hand, it is worth knowing that a condition fixed in an EIA is not carved in stone – waste shipments are regulated at EU level (Regulation (EC) No 1013/2006 and the new Waste Shipments Regulation (EU) 2024/1157), and intra-EU movements of non-hazardous waste destined for energy recovery can be authorised through a notification procedure.
The economic utilisation of a 220,000-tonne facility will, in the long run, also be a market question – so Hungary’s waste management system (the MOHU concession, the domestic shortage of incineration capacity) would do well to watch which gates open or close in Bratislava.
Environmental and Health Burden in an Already Overloaded Area
The City of Bratislava declared its disagreement with the investment as early as April 2025. The city council’s main objections:
- disproportionate capacity and the risk of waste being hauled in from other regions or even from abroad,
- insufficient assessment of cumulative air pollution impacts in an area (the districts of Petržalka, Ružinov, Podunajské Biskupice and Vrakuňa, the new Down Town quarter, and the neighbouring municipalities of Rovinka and Hamuliakovo) that is already burdened by pollution from multiple sources,
- the missing in-depth analysis of the risks of handling fly ash and other incineration by-products – the danger of contaminating air, soil and water,
- the absence of an alternative siting option in the EIA documentation,
- the fact that the recommendation of rail transport is not a binding project parameter.
The geographical setting adds particular weight to the concerns: the refinery lies right next to the Csallóköz (Žitný ostrov / Rye Island) – Central Europe’s largest underground drinking water reserve – and the Danube floodplain forests. The historical hydrocarbon contamination of the groundwater around Slovnaft is a long-known problem; a new waste-treatment facility with a large material throughput understandably triggers heightened public sensitivity in such an environment.
At the same time, it should be noted that the district mayors are not uniformly dismissive. The mayor of Petržalka, for instance, pointed out that the problem is neither the incinerator itself nor waste imports – Sweden imports waste because it has too little, and Copenhagen’s inner-city incinerator doubles as a tourist attraction – but rather the question of who will guarantee compliance with the norms. This issue of trust is the real core of the dispute.
The Logistics Equation: 30–50 Trucks a Day – or Trains?
An annual 220,000 tonnes translates into 600–800 tonnes of waste per day, which by road corresponds to 30–50 trucks per day in one direction. Slovnaft argues that half of the waste would be transported by rail, and that part of the road traffic already exists today – it currently goes to Vienna and would in future terminate in Bratislava instead.
The industry, however, is sceptical. According to Ján Chovanec, director of the Slovak Waste Industry Association (ZOP), the rail model is technically feasible but subject to several conditions:
- the construction of regional transloading stations – facilities that would routinely load waste onto trains barely exist in Slovakia today,
- sufficient rail line capacity,
- and above all: the rail share must be incorporated into the integrated permit as a binding condition, rather than remaining a mere declaration by the investor.
This point is one of the project’s most important lessons for every waste management actor in the region: Slovak waste logistics – just like Hungarian – is built almost entirely on road transport. A rail-based delivery model for a large, centralised treatment facility is elegant on paper, but without functioning transloading infrastructure it is only a promise. The real watershed will be the IPPC procedure: if the rail share becomes a binding permit condition, it can be enforced; if not, daily truck traffic will be the reality.
What Does All This Mean Through Hungarian Eyes?
1. Capacity competition in the region. Waste-to-energy capacities are being built or planned across Central Europe, while the amount of combustible waste – due to growing separate collection, DRS schemes and the recycling targets of the PPWR – is set on a declining long-term path. A regional capacity surplus generating cross-border waste flows is a realistic scenario for the 2030s. Hungary – where the landfilling rate is also persistently high and domestic incineration capacity is scarce – can simultaneously be a potential waste exporter and a loser of the proximity principle in this game.
2. The power and limits of EIA conditions. The “Slovak waste only” stipulation sounds reassuring today, but the durability of such conditions depends on future permit-amendment practice. The Hungarian profession should keep an eye on how this condition is entrenched (or loosened) in the integrated permit.
3. Social acceptance is not a PR exercise. The Bratislava story – 18,000 signatures, uniformly protesting municipalities, a final statement issued while bypassing the petition committee – is a textbook example of how a professionally defensible concept can be socially burned through poor process management. Developing waste management infrastructure is a trust-based business: without transparent impact assessment, binding (not declarative) commitments and genuine dialogue, even the most advanced technology can fail on public resistance.
What to Expect in the Coming Months?
- End of July 2026: expiry of the 15-day appeal deadline; the minister decides on the remedies (rozklad) submitted.
- Thereafter: the integrated permitting (IPPC) procedure – this is where the binding nature of rail transport and the detailed system of emission limits will be decided – followed by the building permit process.
- Open questions: the position of the Slovak Railways (ŽSR) on line capacity, the financing of the transloading station network, and possible judicial reviews that the protesting municipalities may initiate.
