That is Plastic Overshoot Day, and from that date to the end of the year, every additional kilogram of plastic waste is statistically destined for a dumpsite, an unsanitary landfill, the street or a waterway. The 266-page report published this year by EA – Earth Action calculates the date country by country. Hungary’s: 3 December.
What exactly is Plastic Overshoot Day?
Plastic Overshoot Day asks one measurable question: how much plastic waste is generated in a year, and how much of it can the system genuinely absorb?
The methodology follows the UN National Guidance for Plastic Pollution Hotspotting and uses two categories:
- Well-managed waste: recycling, incineration and sanitary landfill – systems designed to prevent leakage into the environment.
- Mismanaged waste: dumpsites, unsanitary landfills, other improper disposal, littered and uncollected waste.
Importantly, this split does not declare incineration or landfilling to be “good”. The report itself notes that incineration raises air pollution and carbon emission concerns, and that landfills carry long-term environmental risks. The classification measures one thing only: how much plastic stays inside controlled systems and how much is released into nature.
Mapped back onto the calendar, that share produces the date. In 2026 there are 116 days of global overshoot: waste generated in the first 249 days of the year fits within the system, waste from the final 116 days does not.
227 million tonnes of waste, 72 million of it loose in the environment
The 2026 baseline puts global plastic waste generation at 227 million tonnes across packaging, textile and household waste streams. 31.6 per cent of that – close to 72 million tonnes – ends up mismanaged.
The global average is 27.4 kilograms per person per year, an average that hides enormous variation. The United Arab Emirates, Oman, the United States and Qatar sit at the top of the per-capita ranking; Ethiopia and Rwanda at the bottom.
The concentration matters too: 15 countries account for 69 per cent of global plastic waste. China alone produces 25 per cent (55.9 million tonnes), the United States 15 per cent (33.6 million tonnes).
Who uses up the 116 days?
The 116 overshoot days are not evenly shared. Twelve countries are responsible for close to 60 per cent of the world’s mismanaged plastic waste, roughly 69 days:
- China – 22.7 days
- India – 12.8 days
- Russian Federation – 5.4 days
- Brazil – 4.1 days
- Mexico – 3.6 days
- Vietnam – 3.3 days
- Indonesia – 3.2 days
- Pakistan – 3.1 days
- Egypt – 3.1 days
- United States – 3.0 days
- Nigeria – 2.4 days
- Turkey – 2.3 days
The remaining 205 countries together account for the other 47 days or so. India deserves a separate note: it generates only 5 per cent of the world’s plastic waste but mismanages 70 per cent of it, which is what makes it the second-largest contributor.
The extremes are telling. The Mismanaged Waste Index (MWI) stands at 97.3 per cent in Eritrea and 2.6 per cent in Antigua and Barbuda.
And one figure worth reading twice: by the end of May 2026, 49.8 per cent of the world’s population already lives in an area that has passed its own overshoot day.
Progress, or just the appearance of it?
The date has shifted a few days later every year since 2021:
- 2021: 28 August
- 2022: 30 August
- 2023: 31 August
- 2024: 1 September
- 2025: 4 September
- 2026: 6 September
On paper that is improvement – the mismanaged share has fallen from 34.3 to 31.6 per cent over five years, under a consistent methodology.
Except that total generation rose from 202 to 227 million tonnes over the same period. So in absolute tonnage, the plastic escaping into the environment has gone up, not down: from around 69 million tonnes to nearly 72 million.
This is the report’s central point. Treatment capacity cannot expand fast enough to offset ever-rising generation. The crisis cannot be solved by capacity alone – the volume of waste generated has to come down.
Hungary: 3 December
Hungary’s overshoot day is 3 December 2026. By international standards that is a good date – it falls in the final month of the calendar, alongside Poland and the United Kingdom.
Hungary’s figures from the report:
- Mismanaged Waste Index (MWI): 7.62% – classified as “low”
- Total plastic waste generated: 513,594 tonnes
- Of which mismanaged: 39,161 tonnes
- Plastic waste per capita: 54 kg per year – classified as “high”
- Plastic waste exported: 39,808 tonnes (7.6% of the total) – “high”
- Plastic waste imported: 36,319 tonnes (7.0%) – “high”
- Contribution to the global 116 days: 2 hours 31 minutes
Here is the core of the story, and it is worth stating plainly because a good date is easy to misread. 3 December is not the result of using little plastic. It is the result of collecting and treating most of what we use.
At 54 kilograms per person per year, Hungary generates almost double the global average of 27.4 kilograms. The report classifies that as a “high” level. The favourable date is therefore an achievement of the collection and treatment side, not the consumption side – and that is exactly where the remaining headroom lies.
For context in the neighbourhood: Austria reaches its overshoot day on 7 December (MWI 6.42%), the Czech Republic on 30 November, Germany on 12 November, Slovakia on 7 November, Italy on 5 November, and Romania as early as 6 August with an MWI of 40.05 per cent. Ukraine’s date is 7 July.
Why is Hungary classified as an “Overloader”?
The report defines six country archetypes so that recommendations can be targeted. Hungary falls into The Overloaders – the same group as Germany, France, Japan, Canada, Switzerland, Poland, Australia and the United States.
The group profile: high waste generation, well managed – but exporting more than they import. Group averages are 78 kg per capita per year of generation, an MWI of 8.7 per cent, imports at 4.7 per cent and exports at 8.6 per cent.
Hence the name. The export surplus loads the waste management systems of receiving countries. If exported plastic waste lands somewhere with weaker treatment capacity, part of what counts statistically as well-managed Hungarian waste becomes pollution elsewhere.
In Hungary’s case exports (39,808 t) and imports (36,319 t) are fairly close, so the balance is not drastically asymmetric – but both directions are classified “high”, meaning substantial volumes of plastic waste move through the country.
The report gives this group two recommendations, and Hungary’s country page carries exactly those two:
- Reduce plastic consumption. For a high-consumption country, this is the primary lever.
- Become circular. Move out of the linear “take, make, dispose” logic towards business models built on reuse and repair.
The invisible part: microplastics and additives
Overshoot day measures macroscopic waste, but the report publishes two further numbers for every country.
In 2026, Hungary is expected to release 9,896 tonnes of microplastics into waterways. This does not come from poor waste handling: the main sources are tyre abrasion, fibres shed from textiles, pellet production and paint. In other words, processes no separate collection scheme can intercept.
In addition, plastic waste mismanagement is projected to release 169 tonnes of plastic additives into waterways. These are the plasticisers, stabilisers and flame retardants – the group of substances at the centre of most current health research.
The report itself cautions that scientific knowledge on textiles and additives is less advanced than for packaging, so these figures are approximations.
Why hasn’t an international agreement fixed this?
Because there is no agreement yet. Negotiations on the global plastics treaty closed without an agreed text at INC-5.2 in Geneva in August 2025. A High Ambition Coalition of more than 100 countries pushed for binding measures across the plastic lifecycle, including limits on production and on chemicals of concern. A smaller group of petrochemical and plastic-producing states favoured a voluntary agreement narrowed to waste management and recycling.
What has happened since: INC-5.3, in February 2026, was a one-day procedural session at which Ambassador Julio Cordano of Chile was elected as the new chair; no substantive negotiation took place. Substantive discussion resumed in Nairobi in July 2026 after a ten-month gap, then continued in Bangkok in September 2026. The next formal negotiating round, INC-5.4, is scheduled for March 2027.
The report sums it up in a single line: every month without an agreement is a month in which the measured trajectory continues unchanged.
What can be done – and what depends on us?
The report sets out four directions: reducing plastic at the source, strengthening waste management, building a circular economy, and holding polluters accountable.
From a Hungarian perspective, the second is where we do relatively well. The headroom is in the first and the third – because 54 kilograms per person per year is a consumption figure, not a waste management figure. No collection system can change it; only reducing how much plastic enters circulation in the first place can.
And one reassuring closing thought: overshoot day is not fixed in advance. It moves later or earlier each year depending on the decisions being made. With enough good decisions, it eventually falls off the calendar altogether.
