This new accreditation authorizes the Shanghai facility to conduct EU-standard paper packaging recyclability tests. The laboratory is now fully permitted to issue EU-recognized external test assessment reports for customers operating across the region. Currently, the Henkel Packaging Recyclab Shanghai applies two recognized European paper packaging recyclability test protocols: the CEPI/4evergreen and CHI standards. Because of this development, Asia-Pacific exporters can now test and assess their products to EU standards locally, rather than shipping samples to Europe. This significantly cuts down development time and provides companies with much earlier clarity for comprehensive market access planning.

Preparing for Stricter European Regulations

The accreditation further strengthens the company’s local support for packaging manufacturers, converters, and brand owners. This advancement is particularly crucial as market players prepare for the European Union’s Packaging and Packaging Waste Regulation (PPWR) alongside increasingly complex recyclability requirements. The PPWR sets extensive requirements across packaging design, recyclability performance, recycled content, hazardous substance limits, and reuse criteria. Additionally, it brings strengthened Extended Producer Responsibility (EPR) obligations for producers placing packaging on the EU market. For companies exporting to Europe, achieving packaging compliance is no longer just a downstream verification check, but a fundamental prerequisite for market readiness.

The Asia-Pacific region plays an essential role in global packaging supply chains, particularly in electronics, consumer goods, food, and the light industry. Alejandro Schoenhoff, Vice President of Packaging Adhesives at Henkel Asia Pacific, emphasized: “PPWR will reshape the competitive landscape of the packaging industry.” He added that the accreditation of the Shanghai facility marks an important milestone in bringing Europe’s authoritative recyclability assessment and testing capabilities much closer to customers in Asia-Pacific.

“Given the enormous export volume of China and Asia-Pacific, addressing these challenges is not optional; it is imperative,” stated Yanjie Zheng, Sustainability Manager. The company has built an integrated, end-to-end solution that covers the entire packaging lifecycle, right from design and manufacturing applications to end-of-life recycling and strict regulatory compliance.

While the Shanghai facility currently focuses on paper packaging, preparatory work is already underway to add plastic packaging recyclability assessments, aiming to cover further export packaging categories in the future. Working closely with the Düsseldorf facility as part of a global network, the laboratory helps clients explore, test, and optimize solutions from initial concept development through to the final recyclability assessment.
