A New Era in Azerbaijan’s Waste Management: State Agency Established

A new chapter opens in the history of Azerbaijan regarding environmental protection and sustainability, following President Ilham Aliyev’s official decree establishing the State Agency for Waste Management. According to the decision announced in May 2026, the newly formed organization will operate under the auspices of the Ministry of Ecology, with the aim of implementing comprehensive state control and coordination across all phases of waste management.

Presidential Decree for Increased Efficiency

The decree signed by the Azerbaijani head of state, Ilham Aliyev—specifically addressing further measures to improve waste management—is considered a milestone in the country’s environmental strategy. According to the official news portal AzerNews, the primary objective of the measure is to centralize and bring the previously fragmented waste management processes under strict state supervision. With the decree coming into effect, the new agency will commence its operational activities as an independent entity, albeit within the structure of the relevant ministry.

The Scope and Functions of the New State Agency

The published official documents precisely define the mandate of the newly established State Agency for Waste Management. The organization’s dedicated task is to carry out national-level control, regulatory, and coordination duties. The agency’s legal authority covers every stage and physical process of the waste life cycle, including the following:

  • Supervision of waste generation.

  • Safe and organized collection.

  • Sorting and separation.

  • Logistics and transportation.

  • The physical placement and industrial processing of waste.

  • Utilization (use) and safe disposal.

  • Control of the neutralization of hazardous materials and final burial processes.

Financial Regulation and Fee Collection

In addition to operational, infrastructural, and physical waste management tasks, the new State Agency has also been granted significant economic and financial powers by the state. Under the decree, the institution has exclusive authority to oversee the collection and management of official waste fees. This move anticipates the development of a sustainable and centralized financing model in Azerbaijan.
