The report focuses on ecological governance, combating pollution, and addressing climate change.
Modernizing China’s Environmental Governance Systems
The action plan emphasizes the right to improve modern ecological and environmental governance systems. According to the report, the means of implementation include:

The extensive application of the ecological and environmental code.

Improving the disclosure of eco-environmental information and strengthening public participation.

Promoting simple, moderate, green, low-carbon, and healthy lifestyles, as well as conscious consumer habits.
Comprehensive Fight Against Environmental Pollution
The document reaffirms the importance of advancing the “critical battle” against pollution. The main targeted areas include:
