The Ministry’s 2025 annual report details the most significant achievements the country has made toward realizing the “Qatar National Vision 2030”. Throughout the year, initiatives supporting sustainability, digital transformation, and service development accelerated significantly. The main driving force behind these environmental efforts was the work of the Waste Recycling and Treatment Department. This institutional unit successfully and continuously expanded recycling operations and national resource recovery programs over the course of the year.
Construction Industry Breakthrough: Record Amounts of Recycled Materials
According to the report, one of the most outstanding and tangible achievements of 2025 was recorded by the Qatari construction industry. Statistics show that up to October 2025, more than 3 million tonnes of recycled construction materials were produced. These recycled secondary raw materials are being used with increasing proportion and success in national infrastructure and development projects. The direct benefit of this technological shift is not only the integration of sustainable construction practices but also a drastic reduction in the demand for virgin (primary) raw materials.
Purposeful Expansion of the Recycling Industry and Infrastructure
A fundamental pillar of Qatar’s transition to a circular economy is the continuous expansion of the recycling industry. Ministry data reveals that in 2025, a total of 51 recycling factories were either operational or under development. The exact distribution of these facilities, according to the report, was as follows:

Resource Recovery and Green Energy Generation in Mesaieed
The Domestic Solid Waste Management Centre in Mesaieed has been given a prominent role in keeping raw materials in circulation and in energy recovery. Based on the published report data, the center achieved the following during 2025:

generated approximately 249,568 megawatt-hours (MWh) of electrical energy through the professional processing of incoming waste,

and produced over 32,000 tonnes of organic compost for the agricultural sector and green spaces.
Furthermore, the complex recovered thousands of tonnes of recyclable materials throughout the year, directly serving the state’s environmental and economic diversification goals.
Quantitative Data: Plastics, Metals, and Tires
The ministry report also provided precise statistics on the volumes of recovered materials. During the period under review, a total of 37,596.8 tonnes of recyclable materials were sorted. From this industrial quantity:

plastics accounted for approximately 25,199.44 tonnes,

while various metals represented 12,397.36 tonnes.
To further strengthen the sector, the specialized treatment of approximately 8,000 used tires was also ensured, while the ministry provided continuous financial support for recycling initiatives. Digital Transformation in Waste Management Logistics
To enhance operational efficiency, digitalization also played a crucial role. In 2025, approximately 27,000 waste disposal permits were issued electronically, greatly simplifying previous procedures. Data from waste transfer stations also show remarkable logistical performance: during the year, they received 716,772 tonnes of waste, of which 700,360 tonnes (the dominant portion of the received quantity) were immediately transported for treatment, processing, and recovery.
Social Responsibility and Education
Parallel to the infrastructural and technological investments, the Ministry of Municipality conducted over 40 sustainability initiatives, conferences, and awareness-raising programs. Various government agencies, educational institutions, and private sector partners participated in these educational campaigns. The aggregated results clearly support that Qatar is purposefully advancing toward its sustainability goals within a proactive economy that treats waste not as a problem, but as an essential secondary raw material.
